In the 1993 amendment the word ‘complainant’ was inserted to broaden the ambit of the section and include even the complainant to make the penal provision unbiased and equitable. In 2002 amendment, provision for recovery of amounts ordered to be paid by the Consumer Disputes Redressal Agencies (henceforth referred to as CDRA) as arrears of land revenue and a provision for issue of interim orders by the CDRA in cases where it is necessary was also created along with the elimination of proviso for Section 27 and insertion of sub-sections (2) and (3).
